Caveats: the following cases are not covered:

un-sensible input
ratings that change across the multiplier boundaries at 1800 and 2000
players with no initial rating (but such players can approximate their performance rating by trying various initial ratings until the post-tournament rating is close to the initial rating)
the complex calculations if one or more opponents are themselves unrated
